When Jorge Portillo began working with concrete over two decades ago, he learned the trade through sheer physical grit, attention to weather and hydration timing, and an obsession with crisp, clean finishes.

Joining forces with his son Daniel, they founded Foothills Concrete LLC to offer Oregon homeowners and general contractors a distinctly different contractor experience: one where the owner answers the phone, arrives on-site to inspect every grade, and remains actively involved until the final broom sweep and cleanup.
